      Goals and Objectives
      Summary of the partnership's goals and objectives
      The overall goal is to strengthen the institutional capacities in Mozambique in the field of Disaster Preparedness and management. The country's weak economic infrastructure is aggrevated by the frequent natural disasters such as floods, cyclones, droughts, bush fires, and various epidemics etc. and Mozambique has to deal with complex emergency situations.
      The primary aim of this partnership is a capacity-building program for prevention and management of natural disasters with the aim to strengthen the institutional capacity of INGC and its cooperating authorities by identifying the training needs of the different target groups and develop awareness-raising programs, knowledge transfer, and training skills for multiplicators. This regional pilot project is based on three pillars: strengthening the coordination and management capacities in terms of awareness, knowledge and skills of national institution; enhancing the existing cross-border cooperation and in the long-run reduce the obstacles and difficulties imposed by different political and administrative cultures ; lead to closer cooperation within the region and contribute to disaster management and prevention; support and strengthen regional assistance such as, information and communications systems with respect to early warning and alert; and mapping risk areas, raising awareness and organizing population, training multi-disciplinary rescue teams, technical assistance and logistical resources for preventing and fighting disaster as well as good network of database centres to analyse pertinent information and act as the source for disseminating information related to impending disasters.
      Targets and Progress
      Partnership targets
      The first phase of the project from 2002 to 2003 will be subdiveded in two phases.The achievement of the following targets is planned:
      a) Phase 1 in 2002
      * Establishment and organisation of the Human Resource Development Program HRDP
      * Development of a handbook for Disaster Management (Guidelines and procedures for management and training courses)
      * Start with Train the Trainer courses
      * Start with awareness and skills training
      * Development and test of training modules on information management, communication and planning
      b) Phase 2 in 2003
      * Full performance of the training and dialogue courses
      * Improvement of the cooperation with SADC
      * Integration of other activities in the already established program
      * Draft of concepts for disaster assessment, development of indicators for natural disasters, disaster and risk mapping, Early Warning Systems, assessment of vulnerability
      * Assignment of the role of the actors

      Capacity-Building and Technology Transfer
      Arrangements for Capacity-Building and Technology Transfer
      This partnership will lead to a significant contribution to the capacity and competence of the INGC¿s staff that will be more suitably trained to handle disaster management responsibilities; and improvement in data input for disaster management through the establishment of linkages with data providers, training institutions will have the capacity to design, perform and manage custom-tailored and awareness-raising measures.
      Relationship to International Agreements on Sustainable Development
      How the partnership contributes to the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21, and the Johannesburg Plan of Implementation
      The implementation of the Human Resource Development Program in Disaster Management has to be oriented towards the achievement of sustainability. Prevention and mitigation of natural disasters with immediate impact on the socio-economic conditions of the population and in view of the efforts for national development explain the relation to Agenda 21. We refer especially to Section II of the Agenda 21 "Conservation and Management of resources for Development", see Chapter 10 "Integrated approach to the planning and management of land resources", Chapter 12 "Managing fragile ecosystems: combating desertification and drought" and Chapter 14 "Promoting sustainable agriculture and rural development".
      Strengthening national entities in the sector of Disaster Management by capacity building and human resource development means to enforce and promote a sustainable development on an individual, institutional and national level.
      Coordination and Implementation
      Coordination Mechanism of the Partnership
      Daily meetings and common approval as much as clearly defined regulations for procedures and authorization is the platform of project decisions.
      The INGC delegated a counterpart for the German CDG Coordinator, who is charge of the financial administration of the German funds.
      The special capacity building UNDP advisor coordinates and composes the activities in this field with projects sponsored by other governments or international organizations in order to avoid duplications but focusing on complementary contents.
      All partners are posted in the INGC premises sharing national personell. This guarantees and improves the permanent exchange of information, it creates transparency and partnership and assures identification with the programme.
      The project is fully developed and designed by the INGC itself assisted by the CDG and the UNDP. The implementation and all project related issues are based on maximum consensus between the HQ and the provinces, the needs are defined respectively and are very root - oriented. The capacity building process will be realized with national trainers and institutions, thus strengthening also the nations own training capacities.
      The progress of implementation of the project and the achievement of the targets will be supervised by CDG through the local CDG Project Coordinator. A short report will be sent each 6 months to the German Ministry of Foreign Affairs.
      Implementation Mechanism of the Partnership
      Under the overall goal to strengthen the institutional capacities in Mozambique in the field of Disaster Preparedness and management and thus to contribute significantly to poverty alleviation there are the following expected results for the first phase of the project:
      1. As a significant contribution to the capacity and competence of the INGC its staff is appropriately trained to carry out the institutions disaster management responsibilities as outlined in the National Disaster Management Policy.
      2. The managerial capacities and competence of the INGC are strengthened so that coordination, quality assessment and control, promoting and sustenance assurance tasks can be effectively executed
      3. Capacity and competence of the cooperating institutions are developed and strengthened so that they are effectively capable to cooperate in the Disaster Management Process.
      4. Data input for Disaster Management is improved through the establishment of linkages with data providers for insuring generation/providing of the needed data and information.
      5. Training institutions are capable and have the competence to design, perform and manage in custom-tailored training and awareness building measures in a broad range of aspects in general management tasks and Disaster Management

      An estimated number of around 10.000 men/days of capacity building and training is felt necessary. The very strong involvement of the provincial and rural area branches is emphasized in order to create, establish, intensify the dialogue between the different actors.

      Background:
      The existing regional institutes and institutions, including resarch stations and authorities are already a source of technical competence and know-how with ample experience in aspects of disaster management. All these resources will be used during the programme to increase the quality of training based on regional expertise on the one hand and on the other to create a finly knitted network and foster long term closer cooperation and the regional dialogue.

      Main objectives on the regional level
      The HRDP in Disaster Management in Mozambique has a regional pilot function, because it is based on three pilars:
      1. the strengthening of the coordination and management capacities in terms of awareness, knowledge and skills of a National Institution. This institution, the INGC is present in all Provinces and it is an organisation with a structure non-existent in other SADC countries. Without a strong, practical oriented and integrated National Institution all efforts in disaster preparedness and regional coordination are likely to be isolated and academic.
      2. the open Network character of the project takes the existing cross-border cooperation and the present information exchange as an extensible structure. The practical constraints, characteristical of natural disasters will reduce the obstacles and difficulties imposed by the different political and administrative cultures. The Network character is not confined to data exchange, but it includes cooperation in the field of capacity building. In phase 3, after the establishment of a functioning and successful training capacity within Mosambique, this capacity can be exported into the region. In the first two project phases hands-on-training and skills training will also focus on the organisation and management of regional cooperation and data exchange. These training modules will help to prepare a sustainable and closer cooperation within the region and contribute to disaster management and prevention on an international level with the support of UN-organisations.
      3. the support and the strengthening of regional assistance will include: information and communications systems with respect to early warning and alert; mapping risk areas, raising awareness and organizing the population, training multi-disciplinary rescue teams, technical assistance and logistical resources for preventing and fighting disasters as well as a good network of data base centres to analyze pertinent information and act as the source for disseminating information related to impending disasters.

      Main objectives on the national level
      According to the National Policy on Disaster Management the objective of the INGC (Instituto Nacional de Gestao das Calamidades) is disaster management and the coordination of prevention activities, relief to disaster victims and the rehabilitation of affected infrastructure.
      This requires the ability to call on and coordinate all available resources in case of emergency and for preventive planning to respond efficiently .
      The Institute with offices in all 12 provinces needs therefore the legislative authority, the human resource and material base to undertake that task.
      The prominent objective of the project "Human Resource Development in Disaster Management" is to strengthen the institutional capacity of INGC and its cooperating authorities by identifying the training needs of the different target groups and tailoring for them programs for awareness building, knowledge transfer, skills training and training for multiplicators.
      It is a long term project.The first period of the project will be financed by the German Ministry of Foreign Affairs up to the end of 2003 with a probable prolongation up to the end of 2004.The dynamic situation in the country demands a constant development and adjustments of the capacity building programme. This is assured by a strong participatory component, constant quality monitoring and a constant national dialogue of the target groups.
      The dialogue approach is to vertically and horizontally integrate the different levels of INGC and its partners. Vertical in the sense that it is an INGC internal process from the headquarter in Maputo down to to their provincial branches, horizontal, because it involves the other institutions and organizations being linked to disaster management under the INGC as coordinating body.
      All these activities contribute and promote the decentralization process. The result will be a stronger and more efficient national network for disaster management and ultimately disaster prevention.

      In Mocambique treated as an integrated approach with all other national institutions and international organizations operating in the field of development, relief and rehabilitation operations and preventions. The permanent cooperation as described is the elementary role and task for a coordinating institute like the INGC.
      On international regional level it has pilot character which shall later be cross border extended.
