      Goals and Objectives
      Summary of the partnership's goals and objectives
      Goal: To have a sustainable, stable and prosperous Iraq where all present and future generations can live in peace and harmony with other nations and where all resources are utilised in a sustainable manner catering to the well-being of Iraq’s current and future generations and ecosystems.
      Objectives:
      1. Promotion of the formulation of Iraq National Sustainable Development Strategy (INSDS) document for Iraq.
      2. Effective cooperation mechanism among relevant stakeholders, including public authorities, intergovernmental organisations, private sector, including small and large businesses; local and international NGOs, children, youth and women's groups, labour organisations, UN agencies, and others working in the field of sustainable development.
      3. Promotion of knowledge building, awareness, networking and partnerships among relevant groups of Iraqi Society about sustainable development;
      4. Promotion of a problem-solving applied research programme at the national and local levels;
      5. Promotion and contribution to the formulation, development and implementation of a National Sustainable Development Strategy Framework (NSDSF) for Iraq,
      6. Promotion of Sectoral Sustainable Development Strategies (SSDS) at the national and local levels;
      7. Development and Implementation of Poverty Alleviation Strategy;
      8. Promotion of an Environmentally Sound Technology Plan for Iraq,
      9. Establishment and promotion of an Integrated Pilot schemes package for the Rehabilitation and Reconstruction of Iraq that could be funded by donor countries, including education, health, clean energy, agriculture, housing, and capacity building;
      10. Establishment of a Sustainable Iraqi Community Fund (SIrCoF) to contribute to the sustainable reconstruction and development of Iraq;
      11. Establishment of intensive sustainable development capacity-building activities, including a comprehensive capacity building/development programme that should complement the on-going similar activities undertaken by public and private agencies in Iraq, as well as benefiting from other programmes such as the UNDP Capacity 2015.
      Targets and Progress
      Partnership targets
      At this historic and critical juncture in the life of Iraq where people are getting killed, injured, harassed, threatened and displaced, GITSI, complementing other on-going efforts, is keen to play a rational long and medium terms role that targets relevant sustainable development stakeholders worldwide in order to improve knowledge and awareness of the Iraqi society about sustainable development for the sake of achieving a sustainable Iraq. Particular emphasis of GITSI will be on forging partnerships with government's decision and policy making and planning agencies, women, youth, children, and academia and business groups, regardless of their religions, ethnicity, and political beliefs. The main targets are:

      1. Increased local, national, regional and international support to GITSI;
      2. Increased knowledge building, awareness, and networking among all stakeholders in Iraq on sustainable development and the progress and success achieved by developed and developing countries in their strive towards sustainable development; and
      3. Increased sustainable investment opportunities in Iraq, in order to alleviate poverty through the promotion of sustainable shelter, education, health, ICT, mobility, trade and social integration in an integrated manner
      Progress against targets
      Progress will be measured through pre-set project-specific success criteria, including the successful completion of activities, and periodic internal and external questionnaire and surveys at the national and local levels, and the completion of sector-specific activities. Quarterly reports will document such progress and will also be disseminated at the GITSI website.

      GITSI will give a special consideration for capacity building/development and the transfer of environmentally sound technologies (ESTs)to Iraq. GITSI capacity building program will include a series of sector-specific capacity building modules that will be formulated, tested at pilot levels, and replicated at the appropriate levels and sectors. Human, institutional and technical capacity building dimensions will be dealt with in a balanced way for the public and private sector, including private sector NGOs partners of GITSI. Regional and international cooperation will be sought to enhance and accelerate the implementation pace of the subject-specfic activities. Arrangements will be made to benefit from e.g. UNDP Capacity 2015 and similar programmes in this respect. Means for undertaking the required actions will include, but not limited to: • Human resources development/training - Conferences, Seminars, workshops, hands-on training, Academic degrees (Diplomas, Post graduate degrees) • Education/awareness building - Conferences, Seminars, workshops, hands-on training, Academic degrees and educational campaigns • Institutional strengthening, including local participation • Technology transfer/exchange • Internet - Dissemination of knowledge through GITSI’s website, and provision of laptops and Internet training and facilities, including community Tele-Centres, etc • Formulation and application of innovative sector-specific Pilot schemes
      Relationship to International Agreements on Sustainable Development
      How the partnership contributes to the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21, and the Johannesburg Plan of Implementation
      GITSI’s approach is governed by the principles and international instruments developed and adopted by the international community in the field of sustainable development, with the consideration that Iraq is perhaps the last in the list of nations to join the process of sustainable development. GITSI’s mission is to explore and implement all available and potential means that will complement on-going development efforts aimed at achieving a sustainable Iraq. It will inspire, support, build, and develop the capacity of Iraqis in their strive to reconstruct Iraq in accordance with the 2005 World Summit Outcomes , the Johannesburg Plan of Implementation (JPoI) , Millennium Development Goals (MDGs), the Habitat Agenda (HA), the programme for the further implementation of Agenda 21, and Agenda 21. The organisational structure of the GITSI's National Coordination Committee (NCC) includes the establishment of sustainable development specific task forces (SD Task Force for AGENDA 21, SD Force for Biodiversity, etc) responsible for the promotion and implementation of SD releated prgrammes. These Task Forces will have members drawn from the 18 Governorates of Iraq as well as SD related experts. GITSI's NCC membership include national, regional and local governments, private sector, CSOs, UN/Iraq and other intergovernmental agencies.

      Coordination and Implementation
      Coordination Mechanism of the Partnership
      GITSI’s mobilization’s structure is strongly based on a coordination mechanism through local, national, regional and international coordination committees during the three stages of implementation which include:
      1. The conceptual and preparatory stage (March 2006 - May 2008)
      2. The Initial stage of implementation - Pilot Stage (May 2008 - May 2010)
      3. The second stage of implementation (May 2010 - May 2018)

      The Sustainable Development International, is the lead agency that will supervise and monitor the coordination and management of GITSI’s activities jointly with the UNDP/Iraq. A Qualified Team of international, national and local experts will contribute to the coordination of GITSI’s activities. Focal points at various HQs of main partners will facilitate the coordination and liaison activities.
      Implementation Mechanism of the Partnership
      The implementation and management of GITSI will be through a hierarchy of bodies. A Global Council of Trustees (GCT) will be responsible for GITSI’s policy, strategy, and programme formulation and implementation. An International Executive Committee (IEC) will be responsible for securing the sound implementation of GITSI’s activities once approved by the GCT. The GITSI Secretariat (GS) will be the body responsible for the implementation, supervision, monitoring and coordination of all GITSI bodies and activities. Certain tasks and schemes will be subcontracted to relevant partners and operators. The GS will prepare the annual plans and progress reports at regular intervals. This will be based on the feed back received from GITSI’s bodies, including the Global Alliance for A Sustainable Iraq (GAASI), an NGO being registered in Europe, the Sustainable Development International (SDI), a limited Liability Company registered in the Free Zone of Ras Al Khayma, UAE, and International, Regional and National Coordination Committees. The National Coordination Committee (NCC) has 15 members and has been active since 24 May 2007.

      Additional Relevant Information
      GITSI main experience is only one year. However, efforts during 2006 resulted in a reasonable network of partners inside and outside Iraq. Accordingly, the following activities have been undertaken:

      1. Formation of GITSI's Core Management Bodies and Committees (Iraq, Jordan, and UAE)
      2. Holding of a Synposium on "Advances in Trauma Management" under the patronage of the Iraq Medical Association (IMA) and the Lebanese Order of Physicians (LOP), Beirut, Lebanon, 30 August - 1 September 2007. 100 Iraqi Surgeons were brought from Iraq for the event. UNDP/Iraq, WHO/Iraq, Hamad Medical Centre of Qatar, Teaching Hospital of Mastricht of Holland, and Khalifaand Zayed Hospitals of UAE representatives participated in the event. (Event sessions are available on 11 DVDs)
      3. Formation of a 15 Member Committee on Trauma Management Systems. Representatives of UNDP and WHO/Iraq, IMA, LOP, and the Arab Board for Medical Specializaions/ENT of the Arab League of States are members in the Committee.
      4. 1st meeting of the NCC/GITSI was held in Amman on 14-15 March 2008. UNDP/Iraq facilitated the meeting logistics. Iraqi Government, UNDP/Iraq, WHO/Iraq, IMA, private sector and CSOs representatives were among 42 persons who attended the event. Meeting sessions are available on 7 DVDs. The meeting was covered by three Iraqi TV channels.
      5. Second Symposium on Trauma Mnagement, sponsored by the Government of UAE will be held in Abu Dhabi, UAE in October 2008. Some 100+ Iraqi surgeons will also be brought from Iraq to participate in the event.

      Also, the GITSI 2008 Plan includes, but not limited to, the following:

      1. Launch of GITSI at the UN HQ on 16 May 2008 - Completed
      2. Launch of GITSI in Jordan and/or Iraq in June 2008
      3. Holding of a Seminar on Sustainable Development: An Introduction in Arbil City, Kurdistan Region, Iraq in June/July
      4. Holding of the 1st GITSI Conference in November 2008.
      5. Holding of a series of conference and exhibitions in 2009 on SD related issues in Iraq, Jordan, Morocco, UAE, and Malaysia

      The main problem facing GITSI is the selection of the appropriate Iraqi specilaists due to unavailability and financial resourses.
