1) Résultats attendus en 2009 :
- Au moins 30 réseaux d'échange (portails, foras, liste de diffusion/discussion) Médiaterre sont mis en place et fonctionnels,
- 100 partenaires, animateurs de portails thématiques, régionaux ou d'acteurs du développement durable,
- 10 000 dépêches sont postées sur l'ensemble des portails du réseau,
- 30 millions de pages vues sur l'ensemble du réseau,
- 34 dossiers sur des manifestations internationales ont été réalisés,
- 40 sites de partenaires sont intégrés à Médiaterre,
- Un rapport d'évaluation détaillé met en évidence un niveau de satisfaction élevé des utilisateurs de Médiaterre, et de nouvelles orientations et améliorations possibles sont identifiées.

2) Programme d'opérations de Médiaterre (2007-2009) :
- La couverture de manifestations internationales (Commission du Développement Durable (CDD), Convention des Nations Unies sur les Changements Climatiques (CCNUCC), Convention des Nations Unies sur la Biodiversité (CDB), Convention des Nations Unies sur la Lutte contre la Désertification (CLD) , CA du PNUE, Sommet de la Francophonie (Québec, 2008), Forum Mondial de l'Eau, Congrès Forestier Mondial ou Forum des Nations Unies sur les Forêts (FNUF), Congrès Mondial de l'Énergie ...)
- L'ouverture et l'animation de nouveau portails thématiques, géographiques ou d'acteurs (l'ouverture des 8 portails suivants est projetée entre 2007 et 2009 : "Éducation à l'Environnement et au Développement Durable", "Commerce et développement durable", "Droit, gouvernance et développement durable", "Europe Centrale et Orientale", "Asie du Sud Est", "Syndicats", "Collectivités territoriales" et "Médias");
- La consolidation des portails existants;
- L'animation de fora virtuels de discussion et/ou de listes de diffusion;
- L'organisation de formations sur mesure, des opérateurs de Médiaterre, en collaboration avec l'Institut de la Francophonie Numérique (IFN) et l'Agence Universitaire de la Francophonie (AUF);
- L'Intégration informatique de sites de partenaires dans Médiaterre;
- L'Intégration informatique des sites de l'IEPF dans Médiaterre (iepf.org et les sites spécialisés);
- Le soutien au fonctionnement minimal et aux améliorations du serveur central de Médiaterre. (fil et veille d’actualité, agenda des manifestations partagées, bulletin d'information, annuaires...);
- L'organisation de la 4ème session du Comité d'Orientation International de Médiaterre;
- La recherche de financements complémentaires (partenariats avec les entreprises et les collectivités locales, coopérations bilatérales et internationales).

In operational terms, CIRIDD and IEPF are founding partners of the French-language network for liaison and exchange of environmental information [Réseau de liaison et d'échange de l'information environnementale francophone - RELIEF], (www.agora21.org/relief/), which is a multi-purpose intervention tool aimed at increasing the dissemination of information related to sustainable development within the French-language community.

CIRIDD, in partnership with Organisation internationale de la Francophonie (IEPF, IFN) also managed :
>>> A network of Internet sites on sustainable development [Réseau de Sites Internet pour le Développement Durable] (www.agora21.org/residd/), which aims to bring together the initiatives undertaken throughout the French-speaking world on topics related to the environment and sustainable development and to reinforce the capacity of developing countries to create and manage Internet sites,
>>> A French-language portal site for preparations for the World Summit on Sustainable Development (www.sommetjohannesburg.org),

CIRIDD also manages :
>>> A general site on sustainable development, www.agora21.org (with about 300,000 actual monthly hits, mailing lists (including Mediaterre, which reaches 1200 subscribers), and there are 1600 Websites that refer to Agora 21).

Beginning in June, 2002, an Internet platform based on the "agora" concept has been launched as a part of the RESIDD project. This step made it possible to evaluate the functions and capacities of the various partners for working within this system.

From 2003 to 2006 :

>>> A technical integration of the advances and the documentary holdings of the French language portal "www.sommetjohannesburg.org" was made,

>>> Integration of the RELIEF project services (directory database, calendar and terminology dictionary combined with a thesaurus) was made,

>>> Integration of the "agora" concept was made :
- the new Mediaterre - Global information system on sustainable development platform was launched, in June 2003,
- 12 geographical agora, 8 thematic agora and 3 "actors" agora were launched from 2003 to 2006.

>>> 3 meetings of the steering committee (COIM) were organized, gathering sponsors and partners : in Ouagadougou (Burkina Faso) : "COIM-1", May 15th-16th, 2003 (results of COIM 1 are available at the following address : http://www.mediaterre.org/coim.html) and "COIM-2", June 4th, 2004; and in Paris (France) : "COIM-3", December 11th, 2006.

Tous les partenaires de Médiaterre, font rapport, en termes de finances et d'activités, au Comité d'Orientation International de Médiaterre (COIM). Le CIRIDD rédige, avec l'aval du COIM, les rapports demandés par le Fonds Francophone des Inforoutes.

Le COIM est la structure qui décide des orientations générales du projet et a vocation à piloter politiquement l'évolution du réseau. Il se réunit au moins une fois par an.
Il est présidé par M. Adama Samassekou, ancien Ministre de l'Education du Mali, Président du comité préparatoire du Sommet Mondial de la Société de l'Information (Genève, décembre 2003) et Président de l'Académie Africaine des Langues.

Son secrétariat exécutif est assuré par l'IEPF dont le rôle est d'animer le COIM et le système. Des conventions sont signées entre les partenaires et l'IEPF.
Le COIM est composé des partenaires responsables des portails régionaux et thématiques. L'AUF et l'IFN font partie du COIM. Les bailleurs de fonds peuvent faire partie du COIM.

Le Comité Technique pilote le déploiement technique du système, assure sa maintenance, développe des outils adaptés aux besoins, effectue une action de veille en complément des partenaires et évalue les contributions de ces derniers. Il est présidé par le CIRIDD et est composé des acteurs qui assurent le fonctionnement technique du système. L'AUF et l'IFN font partie du Comité technique.
Le CIRIDD rapporte chaque année en termes de finances et d'activités au COIM.

Le rôle des partenaires qui utilisent le système d¿information est de participer à son fonctionnement sous forme de veille, de contributions et de modération dans les domaines fixés dans l'accord de partenariat et dans l'esprit d'une charte de qualité, d'éthique et de transparence : la Charte pour l'information et le développement durable de Médiaterre (disponible à l'adresse suivante : http://www.iepf.org/docs_prog03/info-prosp03/3603_ouaga/COIM1_2CharteMediaterre.doc)

Les nouveaux partenaires du réseau sont signataires de la Charte pour l'information et le développement durable de Médiaterre ainsi que d'une convention avec le COIM. Cette convention précise les données du système d'information qui sont intégrées au portail auquel le partenaire participe.

Une nomenclature en quatre niveaux d'implication est arrêtée (1 à 4). Les acteurs de niveau 4 sont les responsables de portails (géographiques et thématiques), ils ont une tâche d'animation. Les acteurs de niveau 3 ont une compétence particulière et animent une problématique (qui ne fait pas l'objet d'un portail). Les acteurs de niveau 2 sont modérateurs. Le niveau 1 recoupe les auteurs qui n'ont pas le pouvoir de modération.

La procédure d'acceptation de partenaires repose sur l'IEPF en tant que secrétariat exécutif du Comité d'Orientation International. Pour assurer la flexibilité une période probatoire pourrait précéder la signature de la convention.

Les portails régionaux, thématiques et d'acteurs seront pilotés par des Comités régionaux, thématiques, ou "acteurs", coordonnés par un des partenaires. Le Comité régional facilite l'intégration du système Médiaterre dans l'espace régional.

Tous les partenaires s'engagent au respect de la charte de qualité d'éthique et de transparence dont le texte a été amendé et validé le 15 mai 2003 . Ils s'appuient sur celle-ci pour assurer la fonction de modérateur. A ce sujet, des procédures seront définies pour signifier le refus de publication d'une dépêche.

Le COIM a notamment pour mission d'évaluer le dispositif global, les rapports des Comités régionaux, les données statistiques issues du fonctionnement de Médiaterre (CIRIDD, Comité technique).

>>> In terms of information technology, the project is focused on the use of free software (particularly for forums and mailing lists), which encourages interactivity and active participation by the players in sustainable development.

>>> The Global information system on sustainable development - Mediaterre relies on the learnings of RELIEF and RESIDD projects and on the resources of the "Agora21.org" site, which has adapted its format in order to offer portal-type browsing (tested on the French-language portal for preparations for the World Summit on Sustainable Development). Some resources were hosted on "Agora 21.org" and others by partners in the RESIDD and RELIEF projects. Cooperative "partner spaces" were opened and their content is managed by external players.

>>> The concept of geographical and thematic "agoras", or public squares, has been broadly consolidated and highlighted within the Global information system on sustainable development - Mediaterre. An "agora" is a sort of cooperative workspace that allows any visitor to publish information in the form of news, contributions, remarks, etc. This space may be moderated remotely and offers a variety of functions: archives, the opportunity to conducting surveys, etc.
The physical location of these "agoras" (on the Agora 21.org site or partner sites) does not affect the functions that are developed and structured in order to allow links and exchanges of information among all of the "agoras". There are two approaches: national and regional "agoras" and topical "agoras". The project eventually aims to cover all the French-speaking countries and all the Agenda 21 topics. The management of the Johannesburg portal and the cooperation of the RESIDD members have served as a model for this service.

>>> Thematic and geographical mailing lists, discussion fora and newsletters are also being implemented.

>>> Evaluation process: the number of visitors to the sites ans other indicators (number of read pages number of news...) serve as evaluation criteria. A first survey has been conducted in 2006 among the site users concerning their expectations.

In the long term, and under normal operating conditions, running the platform will require funding for maintaining hardware and software of the system, and for moderators and facilitators in the various French-speaking countries. Combined public-private financing would be preferable.
