      Summary of the partnership's goals and objectives
      The Partnership/Initiative will develop a working model in South Africa and in Europe / USA. to establish a Bicycle Refurbishing Industry target of realizing more cycling, contributing to:
      * CO2 emission reduction / climate change control /improving air quality
      * Road safety & overall traffic management
      * Poverty relief
      * Sustainable economical development
      * Accessibility and Emancipation
      * Health promotion
      The key action objectives of the Partnership/Initiative are to enhance sustainable development and improve the quality of life in urban rural communities. The Partnership/Initiative contributes to these objectives, by facilitating the implementation of a more sustainable transport system with a significant share of cycling.
      The bicycle is a clean, non-polluting mode of transport that consumes no fossil fuels and little space, but still, as an alternative to the private automobile, ensures mobility and accessibility. Facilitating cycling is essential in combating poverty, since it saves time and increases income generation opportunities. The Partnership/Initiative presents a broad practical framework for the facilitation of cycling.
      Cycling policy directly relates to the Agenda 21 objectives. Its cross sectoral benefits for the World Summit on Sustainable development relate to the quality of life, economic growth and social equity in urban and rural areas. It promotes economic independence.
      It is foreseen that a successful program, once working in Africa, could be replicated in other regions if interest is forthcoming.

      * By 2020, to have achieved a significant improvement in the lives of at least 100 million slum dwellers as proposed in the "Cities Without Slums" initiative.

      Coordination and Implementation
      Coordination Mechanism of the Partnership
      Velo Mondial / Afribike Nederland as leading partner will carry out the overall project management. The project management will provide administrative co-ordination. Partnership/Initiative and work package meetings will be organized to secure the co-ordination of necessary input. The schedule of meetings and deliverables will provide the guiding principles. The project coordinator internally reports to a Steering Committee in which work package leaders and executive representatives of Partnership/Initiative members are assembled. The Steering Committee provides strategic guidance to the project, while the project coordinator is responsible for the day-to-day contacts with the work package leaders.
      The project management will co-ordinate the co-operation between the work package leaders and the other Partnership/Initiative members. The work package leaders remain responsible for the overall work package load and will liaise with the relevant consortium partners. The project manager will assess reports of the conferences, Partnership/Initiative - and work package meetings on quality, consistency and on timeliness of deliverables. The project management will secure an appropriate future structure for the continuation of the Partnership/Initiative involving the relevant parties.
      Implementation Mechanism of the Partnership
      Velo Mondial is founder of Afribike Nederland, a foundation that aims at supporting cycling in (South) Africa by collecting, transporting and refurbishing second hand bicycles. The project improves local transport, employment and poverty relief capacity.
      In general ¿ 10 is needed to collect and ship 1 bicycle to South Africa. A container holds 425 bicycles if well stacked. Once in South Africa every bicycle will create employment for hundreds and ongoing economic activity for the franchise holders both in plants and shops.

      Source(s) already approached: The Partnership/Initiative members are asked to commit themselves to generating adequate support in kind as well as contribute to finding funds to make the Partnership/Initiative feasible.
      The European Commission Environmental programs as well as national environment programs can fund the continuation. The industry will be asked to develop a system supporting the collection in Europe. The South African government can be asked to provide small loans.
      For every work package a budget will be developed and adequate funding will be found. The central organization expects to find funding for the central coordination with the city of Amsterdam.

      Velo Mondial / Afribike Nederland are non for profit foundations to Dutch law. Afribike Nederland is an initiative taken by Velo Mondial. Velo Mondial organizes conferences, benchmark programs, VeloInfo and The Global Master Plan for Cycling. Velo Mondial is founding member of PABIN, the Pan African Bicycle Network.

      The project will be monitored through the Thematic Network that will be set up. The Velo Mondial / Afribike Nederland website will be set up for monitoring purposes. Velo Mondial / Afribike Nederland website will publish the results achieved in the project. Afribike Nederland will publicize the governance of the project and the planning ahead. The partners will link their websites to the website of Velo Mondial / Afribike Nederland and vice versa.
