      Goals and Objectives
      Summary of the partnership's goals and objectives
      To improve the skills of decision-makers to implement sustainable consumption and production policies.
      The initiative will create practical training materials (hardcopy and web-based), organize regional and national training courses, monitor results, and provide individual advice for participants. The training is directed at decision-makers in:
      - Governments - in particular in developing countries and economies in transition;and
      - Civil society.
      The project will build upon the results of both UNEP's and Consumers International's ongoing programmes in the area of sustainable consumption and production. It will build on the regional networks of both organisations to implement national and regional training for capacity building for sustainable consumption and production.
      Ongoing UNEP programmes in this area include the UNEP/SETAC Life Cycle Initiative, UNEP's Advertising and Communication Forum, the joint UNEP/UNESCO YouthXChange project, the UNEP SCOPE project (Sustainable Consumption Opportunities for Europe), UNEP's Environmentally and socially responsible procurement programme (ERSP) and the UNEP/CDG (Carl Duisberg Gesellschaft) initiative on Eco-design for small and medium-sized companies in developing countries.
      Consumers International programme outputs on sustainable consumption include product testing, green claims and awareness raising activities.
      Targets and Progress
      Partnership targets
      Increased awareness and skills of decision-makers in governments in approximately 30 countries (to be selected)with relation to sustainable production and consumption (specifically in Africa, Asia/Pacific, Latin America and Caribbean, Eastern Europe regions). The expected reach of the training programs is 300-500 participants.
      Increased awareness and level of implementation by governments of the UN Guidelines for Consumer Protection, sustainable consumption section.
      Specific targets include:
      Increasing the percentage of governments implementing the guidelines from 20% - at least 50% over two year project period and increasing (among governments currently implementing guidelines) the number of guidelines being implemented from an average of 4 out of 8 - 8 out of 8.
      Design of overall training programme and materials: Middle 2004.
      Production of training materials and identification of dates, venues and local partners for the training courses: Middle 2004
      Training and national follow-up monitoring and advisory activities: August 2004 - July 2005
      Evaluation survey and reporting results: December 2005
      Progress against targets
      Progress Reports have been prepared through UNEP activity reports, as well as presentation at CSD events and Marrakech Ten Year Framework on SCP review meetings. A website has been set up which is being continuously updated (www.unep.fr/sustain), as well as an electronic newsletter (SC.net).

      The focus of this project is capacity building, consisting of training, informational and advisory support, aiming to strengthen the institutional frameworks to implement the UN Guidelines for Consumer Protection, sustainable consumption section, as approved by the UN General Assembly in 1999. Please also provide here a brief description of expected arrangements for technology transfer (if applicable). Technology transfer will consist of demand side management tools for businesses (life cycle management, eco-design, eco-labeling, communication and marketing technologies), accompanied by assistance to governments to remove obstacles for implementation and promote pro-active strategies.
      Relationship to International Agreements on Sustainable Development
      How the partnership contributes to the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21, and the Johannesburg Plan of Implementation
      The initiative will contribute to the implementation of Chapter IV of Agenda 21 and Chapter III of the Johannesburg Plan of Implementation on changing unsustainable consumption and production patterns, in both developed and developing countries and economies in transition.
      It responds to the call in the Johannesburg Plan of Implementation to "encourage relevant authorities at all levels to take sustainable development considerations into account in decision-making, including on national and local development planning, investment in infrastructure, business development and public procurement" (ch. III, para 18).
      It will help to achieve the UN Millennium Declaration goals of cutting by half the proportion of people in extreme poverty and preservation of the environment. Relevant Sections of Agenda 21

      Coordination Mechanism of the Partnership
      UNEP's Division of Technology, Industry and Economics (UNEP DTIE) will coordinate the programme, in partnership with Consumers International. Regional offices in Africa, Asia, Latin America and Europe of both organizations will be involved in the training design and implementation.
      Implementation Mechanism of the Partnership
      The partnership is linked to ongoing international and regional activities of intergovernmental organizations (such as UNEP, UNIDO, UNESCO), national governments, private sector and civil society to implement policies and activities to achieve sustainable consumption and production patterns.
      It is a direct follow-up project of a survey of the status of implementation of the UN Guidelines for Consumer Protection, sustainable consumption section, conducted by UNEP and Consumers International. More than 50 governments responded to a questionnaire, which revealed an interest throughout the world for training in this area.
      This capacity building project will build on other relevant UNEP regional activities on the 10-Year Framework of Programmes on Sustainable Consumption and Production, including regional meetings and consultations, and other workshops and conferences where the need for training and capacity building for governments has been identified, most recent one beging second international review meeting, held in St. Jose, Costa Rica, September 2005.
