The Pacific Energy and Gender Network (PEG) developed as the outcome of a regional workshop on “Gender, Energy and Sustainable Development” convened in Nadi, Fiji Islands.

August 2004
PIEPSAP is a Partnership between the European Union Energy Initiative (EUEI) and the Pacific Islands Energy for Sustainable Development (PIESD) Type II Initiative supported by the Danish Funding was implemented.
September 2004
The GEF-approved Pacific Islands Renewable Energy Project PIREP reports for participating Pacific Island Countries published.

Pacific Island Energy Policy (PIEP) finally endorsed at the Regional Energy Meeting in Madang, PNG.

UNEP - Capacity Building in Wind Energy Education for Pacific Island Countries completed.

GEF has approved Project Document for the Pacific Islands Greenhouse Gas Abatement Renewable Energy Project (PIGARREP) to be implemented by the Secretariat for the Pacific Regional Environment Programme.

RENEWABLE ENERGY

Biofuel
SOPAC Community Lifelines Programme provide technical assistance to the Fiji Biofuel Development Unit through technical support on the Coconut Methyl Ester Blending trial that was carried out by the Land Transport Authority (LTA), Fiji. By mid 2007, the first preliminary results are expected from LTA on the impact of a 2% CME blend in the Fiji diesel.


Wind Power
The PIEPSAP supported consultancy for a market survey of wind turbines in the range of 10 – 300 Kw range. As a result of this survey, wind monitoring station equipment purchased and installed on Rotuma, Fiji, will provide basic data for the development of a sustainable electrification project for Fiji.

Biogas
A regional Biogas Plant Construction Training was carried out in May 2007 in Tuvalu in partnership with Alofa Tuvalu- an international NGO working in Tuvalu.

POLICY AND PLANNING

PIEPSAP
A positive outcome of the support through the PIEPSAP was that a number of Pacific Island Countries have carried out policy consultations, formulated their energy policies leading to endorsement by respective governments.

REGIONAL ENERGY SECTOR COORDINATION
The Regional Officials Energy Meeting (REM) and the Pacific Energy Ministers Meeting (PEMM) were convened concurrently in Rarotonga, Cook Islands from 23 to 26 April 2007.

The outcome from the REM was a set of “Key Points” that were presented to the Pacific Energy Ministers’ Meeting. The Ministers communiqué recognized and agreed to a number of key energy sector areas that addressed the Leaders 2006 directions and against these, made a series of recommendations for action.


SOPAC and REEEP PARTNERSHIP
SOPAC as a facilitator of the PIESD signed a Memorandum of Understanding (MoU) with Renewable Energy and Energy Efficiency Programme (REEEP) during the Regional Energy Meeting/Pacific Energy Ministers Meeting (REM/PEMM) in the Cook Islands in April 2007.



CSD 14 & 15

At the CSD 14 & 15, the outcomes from the Pacific Energy Ministers Meeting , 2007 Declaration and Communique, were also tabled by the Pacific Island Forum (PIF) New York Missions. They were further incorporated into a side event convened by the Pacific SIDS and refereed to repeatedly in statements made by PIF Delegations during the CSD 15. At the CSD meeting, the Government of Italy and the Governments of the Pacific Small Island States (SIDS), launched a cooperative programme and partnership to address on the key global challenges of the next decade, namely, adaptation to climate change, protection from the vulnerability to extreme climate variability and mitigation of harmful emissions generated by energy utilization.

Specific capacity building and technology transfer requirements will be determined by national assessments and stakeholder consultations for WSSD. Capacity building arrangements will need to address, through a wide range of education and training options, the need for adequately trained and educated personnel, engineers, technicians and planners so that the energy sector is provided with the appropriate guidance, policy support and planning to meet long-term economic, environmental and social objectives. Within the boarder context of capacity building there is also the need to accelerate technology transfer. This can be either through demonstration projects and activities or where appropriate through workshops, the technical exchange of personnel or production and circulation of technical publications.

Coordination Mechanism of the Partnership
National level coordination and implementation to be determined through consultation. Regional level coordination by the CROP Energy Working Group with implementation, where appropriate, by the relevant organisations e.g. PPA, SOPAC, SPC, SPREP and USP.
Implementation Mechanism of the Partnership
The activities under this initiative will be established and integrated into ongoing programs and projects both nationally and regionally where appropriate. Where the opportunity avails itself at the international level the program initiatives will be linked to form partnerships so as to enhance the overall impact of the program.
The first tier of level of monitoring and reporting on the initiative will be through the implementing body (country / regional organisation etc). Where baseline information or databases are required these will be established prior to the commencement of the scheduled activities and as required interim reporting at the specified periods provided by countries or relevant regional organisations. It is anticipated that there will also be reports to the CROP Head Meetings and the Annual Meetings of relevant organisations.
