    Goals and Objectives
    Summary of the partnership's goals and objectives
    To assist island states to meet 100% of their energy requirements from Renewable Energy Sources (RES) by helping them with the preparation & planning, organization and all the inputs (technical, financial & managerial) required for implementation of the 100% RES plan..
    By helping several SIDS to use 100% RES for their energy supply, this partnership will result in
    * Island states stopping the use of fossil fuels and the environmental damage caused by these fuels.
    * Meeting their energy needs from locally available renewable sources in a sustainable manner.
    * Local manufacture of RE equipment creating employment & income generation leading to poverty reduction.
    Targets and Progress

    SPECIFIC TARGETS :
    April 2004 - Setting up Energy Offices, Resource Assessment, Preparing 100% RES plan & Feasibility studies for demonstration projects.
    April 2005 - Implementation of demonstration projects.
    April 2008 - 100% of all energy needs except transportation supplied from RES.
    April 2013 - 100% of all energy needs including transportation supplied from RES.
    EXPECTED RESULTS:
    The island states will get 100% of their energy supply from RES:
    * for all energy needs except for transportation within 5 years by 2008.
    * for all energy needs including transportation within 10 years by 2013.
    IN THIS PROCESS THERE WILL BE:
    * Capacity building on SIDS to plan, implement & manage RE technologies and achieve the "100% RE Island" target.
    * Maximum community involvement in planning & implementation of their energy supply.
    * Local manufacture of energy equipment and therefore more employment opportunities.
    Progress against targets
    1. Representatives presented at the Partnership's Fair at CSD-11 in April 2003.
    2. "100% Renewable Energy Islands" study has been carried out for eleven islands including eight islands in Tuvalu, two in Fiji and one in Tonga. The study shows the sufficient renewable energy resources exist on these islands (biomass, hydro, wind and solar) for a 100% RE supply.

    INFORMATIONAL SUPPORT FREI will make available all necessary information regarding planning for 100% RES supply, renewable energy resources & technologies and Technology Transfer of RE equipment for local manufacture. INSTITUTIONAL STRENGTHENING & CAPACITY BUILDING The capacity of local institutions will be strengthened so that they are capable of planning, implementing and managing the 100% RES supply on their own islands. If necessary, SIDS will be advised and assisted to set up local Energy Offices to take charge of preparing and implementing the 100% RES plan. TRAINING The main aim of the training will be to help SIDS achieve total self-sufficiency in the planning, installation, operation & maintenance of the renewable energy technologies. Intensive and comprehensive training will be imparted on RE islands, institutions, RE installations and RE manufacturers' facilities in Denmark. The training will be completed during the installation and commissioning of the demonstration projects on the islands and during operation & maintenance. Human resource development will be continued throughout the duration of the project. TECHNOLOGY TRANSFER A very important part of this partnership is the transfer of RE technologies to SIDS and local manufacture of equipment. Local entrepreneurs will be assisted in starting and running small enterprises and provided complete technical know-how and training to manufacture the RE equipment locally to meet requisite specifications and quality assurance. While some of the manufacturing can be done in the SIDS partner countries, manufacturing facilities for other RE technologies will be on a regional scale so that viable production volumes are possible.

    Coordination and Implementation
    Coordination Mechanism of the Partnership
    Forum for Renewable Energy Islands (FREI) will have overall responsibility for co-ordination & implementation, which will be supervised by the "Project Steering Committee" composed of members from all partners and organizations involved - the island states and other partners, the SIDS secretariat in UN and the funding agencies.

    * Electronic updates - quarterly on the FREI website and by email to partners and funding agencies
    Implementation Mechanism of the Partnership
    The partnership will be implemented in close collaboration with the ministries & departments of national governments, and regional organisations who are responsible for generations and supply of energy, and other aspects of sustainable development that depend on supply of energy.

    The Forum for Renewable Energy Islands (FREI) has taken over the islands activities from the Forum for Energy and Development (FED) that was created in 1992 after the Rio UNCED and worked actively for 10 years till 2002 on RE on islands. FED played a major role in organizing the Global Conference on Renewable Energy Islands (GCREI) on the Danish island of Aeroe in September 1999 and in the Global Renewable Energy Islands Initiative (GREII) that was established under the chairmanship of the Alliance of Small Island Developing States (AOSIS)
