Partnership targets1)Develop, implement and maintain the existing ADRICOSM Pilot Project Monitoring System and add new observations of ecosystem (biochemical) variables. Extend the network system to several tracks across the basin and implement new technologies for the real time collection of biochemical data. Improve the hydrodynamic modelling to very high resolution all around the coasts and develop the coupled physical-biochemical modelling
2)Further develop and implement the monitoring system and the integrated catchment simulator for sewers, Waste Water Treatment Plants and discharges into river catchments and the Sea 3)Further develop the integrated catchment simulator system to include transboundary aquifers and submarine discharges 4)Develop and test the integrated catchment simulator as the support tool for the implementation and updating of the River Basin Management Plans 5)Further develop the coupling of the marine coastal areas with the integrated river catchment simulator systems for all the major rivers discharging into the Adriatic Sea. Analyse the scenario of multiple sources/pollutants discharges into the Basin 6)Further develop and add components to the Fishery Observing System (FOS) in order to monitor the biological and environmental variables connected to fish stock assessment in the Adriatic Sea. Expand the fishing fleet participating to FOS and complete the coupling of the FOS data with hydrodynamics. Start to develop the recruitment data collection exercise in order to validate/calibrate biological single or multiple species predictive models 7)Help to implement sub-regional contingency plans for the Adriatic and make available the hydrodynamic marine forecasts for the management of emergencies deriving from transport of contaminants 8)Develop the necessary links with coastal guard service to promote the usage of marine predictions for security issues 9)Develop all projects with the active participation of all bordering countries and organise technical workshops for training of personnel. Organise general training workshops on marine and river catchments data management, observing systems and state of the art modelling technologies 10)Develop and implement a multidisciplinary Information System to disseminate the products of the monitoring and forecasting comprehensive of a Decision Support System for Policy makers 11)Reinforce the links with the R&D activities at the Mediterranean Sea level |
Progress against targetsThe Partnership activities are well under-way:
ADRICOSM Pilot Project started the 1st October 2001 and will finish the 31st March 2005. The Pilot Project has successfully developed and maintained an operational forecasting system that gives weekly forecasts and nowcasts of currents at the basin level: the overall Pilot Project results are available at the perpetual Web site www.bo.ingv.it/adricosm. ADRICOSM-EXTension duration will be 18 months starting from October 2004. The Work Plan was approved by a meetings of contracting partners. The Project will begin by supporting the initiatives already underway in the Pilot Project by expanding the project to include all the Countries of the Adriatic-Ionian Initiative Italy, Croatia, Slovenia, Albania, Bosnia-Herzegovina, and Serbia-Montenegro. ADRICOSM-PULA BAY duration will be 12 months starting from October 2004. The Project will apply the methodology of the ADRICOSM Pilot Project in the Pula Bay (Croatia). NERES duration will be 18 months starting from October 2004. The Project main objective is to provide guidance against the environmental degradation and sustainable development of the Neretva River Delta. Coordination Mechanism of the PartnershipThe organisational structure of ADRICOSM is composed of a Steering Committee and a Secretariat, whose objectives are the tailoring of financial instruments and mechanisms, strengthening of the actions needed to face the emerging environmental policy issues, reinforcement of the institutional framework of the Partnership, and coordination of the technical work to be carried out within the Partnership Projects.
The Partnership will be guided by a Steering Committee, initially composed by one representative from each Governments, country-partner, national agencies, scientific Institutions, European Commission, etc. Entering partners will be invited to take part in the Steering Committee. The Steering Committee, chaired by the Italian Ministry of Environment and Territory, will meet once a year to (i) provide strategic guidance for the Partnership¿s work-plan and Projects, (ii) oversee Secretariat's activities, and (iii) monitor and review the Programme's work-plan. The Steering Committee will coordinate the activities of the multilateral partners. The Secretariat will be provided by INGV in Bologna and will provide a day-to-day coordination and support for the Partnership programme and report to the Steering Committee on the progress. Its main responsibilities are: 1.to facilitate activities/events, and/or provide co-ordination and support to the partners responsible for project activities 2.to support partners in order to secure funding 3.to encourage membership and serve as a focal point for information pertinent to the members 4.to undertake activities as indicated by the Steering Committee. |
Implementation Mechanism of the PartnershipCoordination and implementation of the project are ensured through the establishment of an International Working Group, composed by the scientific responsible of each participating Institutions.
The Pilot Project has successfully developed and maintained an operational forecasting system that gives weekly forecasts and nowcasts of currents at the basin level: the overall Pilot Project results are available at the perpetual Web site www.bo.ingv.it/adricosm. The 3 news projects ADRICOSM-PULA BAY, NERES and ADRICOSM-EXTension have started in October 2004, March 2005, April 2005. Reports: The Partnership will produce three types of reports to monitor activities of partners and to monitor progress against the overall goals of the partnership. Final Report on scientific methodology guidelines for the problem understudy will be prepared. |
