      Goals and Objectives
      Summary of the partnership's goals and objectives
      The ADRICOSM Partnership was launched as a Type II Initiative at the World Summit on Sustainable development in Johannesburg (2002) by the Italian Ministry for the Environment and Territory. It was based upon the implementation of the ADRICOSM Pilot Project, within the governmental framework of the Adriatic Ionian Initiative for the Environmental Protection of the Adriatic Sea and its coastal areas. The Pilot Project is implementing the backbone of the Adriatic Sea real time monitoring system, the prediction at the basin level and the coastal areas and the coupling between river basin modelling system and the hydrodynamic modelling of coastal areas.
      Within the Partnership, three new project have started:
      1.ADRICOSM-EXTension - enlargement of ADRICOSM PP to Albania, Bosnia Herzegovina and Serbia Montenegro.
      2.ADRICOSM-PULA BAY - application of ADRICOSM Methodology in the Pula Bay (Croatia).
      3.NERES - assessment and management of the Neretva River (Croatia) Delta area.
      The main objectives of the Partnership are:
      -Efficiently organize, evaluate and coordinate multinational research, development and implementation programs that advance the understanding, monitoring and predictive capabilities in the Adriatic Sea area for the establishment of integrated coastal areas and river basin management systems
      -Consolidate the monitoring and prediction system by involving users of the research products.
      Targets and Progress
      Partnership targets
      1)Develop, implement and maintain the existing ADRICOSM Pilot Project Monitoring System and add new observations of ecosystem (biochemical) variables. Extend the network system to several tracks across the basin and implement new technologies for the real time collection of biochemical data. Improve the hydrodynamic modelling to very high resolution all around the coasts and develop the coupled physical-biochemical modelling
      2)Further develop and implement the monitoring system and the integrated catchment simulator for sewers, Waste Water Treatment Plants and discharges into river catchments and the Sea
      3)Further develop the integrated catchment simulator system to include transboundary aquifers and submarine discharges
      4)Develop and test the integrated catchment simulator as the support tool for the implementation and updating of the River Basin Management Plans
      5)Further develop the coupling of the marine coastal areas with the integrated river catchment simulator systems for all the major rivers discharging into the Adriatic Sea. Analyse the scenario of multiple sources/pollutants discharges into the Basin
      6)Further develop and add components to the Fishery Observing System (FOS) in order to monitor the biological and environmental variables connected to fish stock assessment in the Adriatic Sea. Expand the fishing fleet participating to FOS and complete the coupling of the FOS data with hydrodynamics. Start to develop the recruitment data collection exercise in order to validate/calibrate biological single or multiple species predictive models
      7)Help to implement sub-regional contingency plans for the Adriatic and make available the hydrodynamic marine forecasts for the management of emergencies deriving from transport of contaminants
      8)Develop the necessary links with coastal guard service to promote the usage of marine predictions for security issues
      9)Develop all projects with the active participation of all bordering countries and organise technical workshops for training of personnel. Organise general training workshops on marine and river catchments data management, observing systems and state of the art modelling technologies
      10)Develop and implement a multidisciplinary Information System to disseminate the products of the monitoring and forecasting comprehensive of a Decision Support System for Policy makers
      11)Reinforce the links with the R&D activities at the Mediterranean Sea level
      Progress against targets
      The Partnership activities are well under-way:
      ADRICOSM Pilot Project started the 1st October 2001 and will finish the 31st March 2005. The Pilot Project has successfully developed and maintained an operational forecasting system that gives weekly forecasts and nowcasts of currents at the basin level: the overall Pilot Project results are available at the perpetual Web site www.bo.ingv.it/adricosm.
      ADRICOSM-EXTension duration will be 18 months starting from October 2004. The Work Plan was approved by a meetings of contracting partners. The Project will begin by supporting the initiatives already underway in the Pilot Project by expanding the project to include all the Countries of the Adriatic-Ionian Initiative Italy, Croatia, Slovenia, Albania, Bosnia-Herzegovina, and Serbia-Montenegro.
      ADRICOSM-PULA BAY duration will be 12 months starting from October 2004. The Project will apply the methodology of the ADRICOSM Pilot Project in the Pula Bay (Croatia).
      NERES duration will be 18 months starting from October 2004. The Project main objective is to provide guidance against the environmental degradation and sustainable development of the Neretva River Delta.

      The Capacity Building activities are an essential part of the projects and they are aimed to: - Strengthen capacity building through the organization of specific courses to train local technical staff from municipalities, water utilities and water authorities. - improve the knowledge of the beneficiary Countries on the main International Conventions and European Directives addressed by the project; - train experts, people responsible for the industrial sites, workers on European and international requirements to satisfy safety and environmental protection standards; - give assistance to the local team for the elaboration of the final reports; - find common tools to increase the public participation in environmental matters and to establish a procedure for risk communication. INGV is providing for the technical coordination of the projects and the preparation of specific studies. These activities are carried out through: - Management workshop; - Scientific Thematic Workshop; - training courses; - general workshops. Technology transfer: The data exchanged and collected in the Projects will be disseminated through an ftp and Web communication system. Regular meetings will be organized between international experts, in order to discuss methodologies, results and background data.
      Relationship to International Agreements on Sustainable Development
      How the partnership contributes to the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21, and the Johannesburg Plan of Implementation
      Agenda 21 Section 1 "Social and Economic Dimensions" - The project aim to reach the protection and promotion of human health and to implement actions for the integration of environment and development in decision-making.
      Agenda 21- Section 2 "Protection of the Oceans, all kind of seas, including enclosed and semi-enclosed seas, and coastal areas and the protection, rational use and development of their living resources" -The project applies integrated approaches to the development, assessment and management of water resources, integrated management and sustainable development of coastal areas, strengthening international, including regional, cooperation and coordination.
      Agenda 21- Section 3 "Strengthening the Role of Major groups" - Objectives are included in the activities foreseen by the project, with the aim to strengthen the role of workers and trade unions and the role of business and industry.
      Agenda 21 - Section 4 (Ch.37 - National Mechanisms and International cooperation for capacity building in developing countries) - The "means of implementation" of the project are consistent with this, with particular attention to: improve regional and sub-regional consultative process and round table meetings to facilitate the exchange of data, information and experience in the implementation of Agenda 21, cooperation and capacity building, promotion of public awareness and training, implementation of international legal instruments and mechanisms.
      UN Millennium Declaration commitments - in particular those related to the respect of nature, as fundamental value (point 6 of the Declaration), and to the protection of our common environment (Section 4 of the Declaration), with the aim "to stop the unsustainable exploitation of water resources by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies".

      Coordination Mechanism of the Partnership
      The organisational structure of ADRICOSM is composed of a Steering Committee and a Secretariat, whose objectives are the tailoring of financial instruments and mechanisms, strengthening of the actions needed to face the emerging environmental policy issues, reinforcement of the institutional framework of the Partnership, and coordination of the technical work to be carried out within the Partnership Projects.
      The Partnership will be guided by a Steering Committee, initially composed by one representative from each Governments, country-partner, national agencies, scientific Institutions, European Commission, etc. Entering partners will be invited to take part in the Steering Committee.
      The Steering Committee, chaired by the Italian Ministry of Environment and Territory, will meet once a year to (i) provide strategic guidance for the Partnership¿s work-plan and Projects, (ii) oversee Secretariat's activities, and (iii) monitor and review the Programme's work-plan. The Steering Committee will coordinate the activities of the multilateral partners.
      The Secretariat will be provided by INGV in Bologna and will provide a day-to-day coordination and support for the Partnership programme and report to the Steering Committee on the progress. Its main responsibilities are:
      1.to facilitate activities/events, and/or provide co-ordination and support to the partners responsible for project activities
      2.to support partners in order to secure funding
      3.to encourage membership and serve as a focal point for information pertinent to the members
      4.to undertake activities as indicated by the Steering Committee.
      Implementation Mechanism of the Partnership
      Coordination and implementation of the project are ensured through the establishment of an International Working Group, composed by the scientific responsible of each participating Institutions.
      The Pilot Project has successfully developed and maintained an operational forecasting system that gives weekly forecasts and nowcasts of currents at the basin level: the overall Pilot Project results are available at the perpetual Web site www.bo.ingv.it/adricosm.
      The 3 news projects ADRICOSM-PULA BAY, NERES and ADRICOSM-EXTension have started in October 2004, March 2005, April 2005.
      Reports:
      The Partnership will produce three types of reports to monitor activities of partners and to monitor progress against the overall goals of the partnership.
      Final Report on scientific methodology guidelines for the problem understudy will be prepared.
