      Goals and Objectives
      Summary of the partnership's goals and objectives
      The main objectives of the CEACOZ include:
      * To identify major trends of environmental changes in Asian coastal zone, such as driving forces, conditions, and response to strategies and measures,
      * To establish scientific knowledge base for policy formulation and decision making toward sustainable development in Asia, and
      * To create a common platform for scientists, policy makers, NGOs and business enterprises so as to promote dialogues on coastal zone management to develop constructive and cooperative linkages among all of the stakeholders in this region, making full use of a series of the International Conference on the Environmental Management of Enclosed Coastal Seas (EMECS).
      Targets and Progress
      Partnership targets
      Expected results include the development of:
      * A set of database on state of environment and related social activities in Asian coastal zone,
      * A comprehensive environmental assessment report including state of environment, analysis of the trend, future directions and suggested policy responses, and
      A mechanism of dialogue among all of the stakeholders on Asian coastal zone management.

      Specific target of CEACOZ is as follows:
      * 2001: basic design of the database of Asian coastal zone taking into account relevant database in other part of the world and compatibility with them,
      * 2002:
      - Design workshop of CEACOZ and identification of lead authors and collaborators, then drafting the assessment report
      - Construction of database
      * 2003: Draft assessment report will be presented and discussed among all of the stakeholders at EMECS 2003 in Thailand.
      * 2004: The draft will be reviewed by the expert team.
      * 2005: The first assessment report will be published.
      * The report will be fully utilized by ESCAP, ADB and UNEP for their assessment activities such as ESCAP State of the Environment Report, Asian Development Outlook and Global Environment Outlook, and Millennium Ecosystem Assessment.

      We will hold a meeting of the Steering Committee on March 18, 2003.

      * Capacity building is essential for the implementation of CEACOZ because most of the countries in Asia are from developing world. Participating scientists and institutes will have an opportunity to get latest methodologies for data collection, modeling and analysis on coastal zone management. * Technology transfer between developing countries is highly encouraged in CEACOZ based on the recent development of scientific capacity in developing countries in Asia in addition to current technology transfer from developed countries to developing countries.

      * Under the Organizing Committee of EMECS conference, a task force of CEACOZ will be established attended by leading scientists, policy makers and other stakeholders.
      * The task force will identify lead authors and collaborators for drafting.
      * The draft will be reviewed by expert team.
      * The draft will be presented and discussed by representative of the stakeholders participating in EMECS conference.
      Implementation Mechanism of the Partnership
      * The progress of CEACOZ will be monitored by the task force under the EMECS organizing committee and reported to EMECS conference which will be held every two years.

      We have not received external funds and the only resource so far is our own funds. We are now estimating the amount of funds needed for fiscal year 2003 starting from March 2003.

      * ESCAP has been publishing the State of Environment in Asia and the Pacific every five years on the occasion of Ministerial level conference on environmentally sustainable development and Asian Development Bank has also be publishing development outlook report in the same year. The output from CEACOZ will provide scientific knowledge particular in coastal zone management to drafting these comprehensive assessment report for sustainable development in Asia-Pacific region.
