      Goals and Objectives
      Summary of the partnership's goals and objectives
      a) To achieve environmental conservation and sustainable development in Asian Region by inter-city environmental partnership beyond border.
      b) For the goal described above, appropriate governance will be established based on agreement of all stakeholders in communities and new participatory scheme by multi-stakeholders such as citizens will be established in cooperation with international communities.
      Expected results include:
      a) Steady improvement of urban environment in Asian Region
      b) Achieving better local society and local-based sustainable development
      c) Strengthening local governance capabilities
      d) Contribution to realization of global sustainable development through spreading local-to-local cooperation model to the Asian Region
      Targets and Progress
      Partnership targets
      Targets: Realization of sustainable development and environmental improvement in Surabaya City and Cebu City
      2002: Launch of model projects in Cebu and Surabaya
      2003: Mid-term review at international conferences
      2004: Completion of model projects
      2005: Dissemination of final report at international conferences and establishment of new strategies
      2010: with 5 years evaluation and the subject to be considered after 2010
      Progress against targets
      The City of Kitakyushu has already initiated its partnership initiatives after WSSD with the City of Cebu and the City of Surabaya.

      Activity No.1: In collaboration with the City of Surabaya, the City of Kitakyushu conducted the study on solid waste reduction in Surabaya. The main activities were started on December 2002. Some experts were dispatched to Surabaya. Four seminars were also organized and 400 people participated. We made the proposals for better solid waste management including citizen participation and composting at community. We also indicated that the platform for multi-stakeholders' dialogue would be established. We are applying to some donner communities for fund in order to implement these proposal.

      Activity No.2: The City of Kitakyushu, in cooperation with some Japanese Cities such as Ube City and Minamata City, organized the seminars for the multi-stakeholders in Merto Cebu, Philippines, 3-7 February 2003.. More than 300 people participated. The outcome of the seminar was establishment of the "Metro Cebu Environmental Council (MCEC). MCEC consists of multi-stakeholders such as community representative, NGO, local government, university, industry, mass media, and the national government (regional office). The MCEC is organizing regular meeting for making consensus and action plan of environmental improvement. The City of Kitakyushu will continue to cooperate with MCEC.

      Policy tools to be required for sustainable development for cities in Asia will be realigned systematically in cooperation with IGES who have that expertise on environmental policy making. They will be also disseminated as models of urban environmental improvement through JICA's scheme and etc. The City of Kitakyushu organized the "World Partnership Conference on Sustainable Development" in Kitakyushu City on 27th and 28th of October 2003.Citizens and NGOs, businesses, academia and local governments from Asia, the United States of America and Europe gathered and had a discussions focused on the achievement of sustainable development at the local level. Kitakyushu Statement was drawn up as a result of the conference (http://www.kitakyushu.jp/~k2602050/wpcsd03/). Through its linkage with ESCAP "Kitakyushu Initiative Network for a Clean Environment (KIN)", which has been implementing pilot projects, case study and other projects since 2000, both KIN and the ASPRO will be promoted effectively. The City of Kitakyushu has accepted more than 3000 participants from about 140 countries in the training course in Cooperation with JICA. Because necessary technologies for developing countries are accumulated in many sectors and stakeholders. The ASPRO will be promoting participatory international cooperation by multi-stakeholders to share such resources one another. A new framework will be developed for most appropriate matching of demands i.e. technology required in partner cities and supplies i.e. accumulated technology.
      Relationship to International Agreements on Sustainable Development

      Relationship with Agenda 21
      The ASPRO is for achieving "Responsibilities and capabilities of local governments", which is emphasized in the Chapter 28 of Agenda 21 and implementing practical activities by participation and cooperation of multi-stakeholders.
      Relationship with the UN Millennium Declaration
      The ASPRO is a practical action plan led by local communities for realization of "poverty eradication and sustainable development" and "Protecting our common environment" in UN millennium Declaration. Information to be required will be shared with local communities beyond the border through promotion of bottom-up style and face-to face cooperation. It not only encourages democracy and good governance but also contribute to world peace and stability through deepening mutual understanding.
      Coordination and Implementation

      The city of Kitakyushu will play an active role of catalyst or facilitator in the framework
      In local-to-local cooperation, new frameworks with participation of national governments, JICA and JBIC as well as other multi-stakeholders will be discussed for further promotion of partnership.

      The outcome and progress will be presented at international conferences in 2005. Before that, mid-term review will be conducted towards the international meeting in 2003. The City of Kitakyushu is going to disseminate concerned information through the Inter-net every year.
      Implementation Mechanism of the Partnership
      The ASPRO will be implemented after WSSD as following steps:
      (1) Citizens seminars will be held in Surabaya, Indonesia and in Cebu, Philippines, They will be good opportunities for launching new cooperation projects by multi-stakeholders as well as doing concrete action of agreed common goals.
      (2) The experiences of Kitakyushu, which has achieved environmental improvement successfully by partnerships among multi-stakeholders, will be realigned into more transferable and appropriate for partner cities. At the same time, community based cooperation will be promoted.
      (3) As one of practical actions, Environmental Partner Cities will be signed. Based on it, cooperative projects such as human resource development will be implemented.

      We are supported by JICA, JBIC, and the Ministry of the Environment of Japan. The funds are almost sufficient at this moment.
      Our activities are fully based upon our Partnership Initiative and local societies in Japan, Philippines, and Indonesia are involved. These activities are also supported by donor agencies such as Japan International Cooperation Agency (JICA) and Japan Bank for International Cooperation (JBIC) as describe in our Partnership Initiative.

      Additional Relevant Information
      After WSSD, frameworks of funds provided by donor communities would be contemplated for activities led by citizens in order to further enhance capability of arranging funding. ESCAP "Kitakyushu Initiative for a Clean Environment" is also having a mechanism of allocation of financial resources from donor community/agencies by priority. We will promote that this financial allocation mechanism would be applied to ASPRO.
