Objectives/Challenges:
The main objective is to develop a national adaptation programme of action to respond to adaptation needs at different levels. The main challenge is to integrate this programme into national development processes and implement it effectively at different levels.
 
Lessons Learned:
Challenges were: lack of resources, relevant expertise and relaible data.

Lessons learned included:
1) Identification of Adaptation options has to follow both bottom up and top down approaches;
2) Consultation process reveals wealth of indigenous knowledge which is very important for building local adaptation strategies;
3) Need for recognition and support for local level adaptation initiatives; and
4) Regional and international cooperation and exchange of information and experiences are essential for building national level adaptation.
 
Summary:
Sudan is among the most vulnerable countries to climate change, therefore adaptation considered to be a priority in the National Implementation Strategy of the Climate Change Convention. To achieve this, Sudan has carried out a process consisting of three steps.

The first step devoted for building the required capacities, the second step for studies and research on vulnerability and impact of climate change. The third one is about defining practical adaptation options for planning and policy makers The preparation of national adaptation programme is still on-going, it will include policy guidelines, institutional reforms and specific projects in areas of food security, human health and water to build adaptive capacities for both short and long terms climate risks. Good level of awareness and technical capacities among the public and related institutions has been created iconcerning climate change issues. A number of studies have been conducted on vulnerability and impact of climate change using different approach such as top-down model based approach and bottom-up livelihood approach. Currently we are conducting a wide consultation process to develop the national adaptation program.

The programme successfully established a process involving all relevant stakeholders at different levels, building awareness, developing Sudanese capacities, establishing focal units for linking related institutions. All theses efforts are expected to contribute to the sustainability, scalability and transferability of the programme.
