Objectives/Challenges:
Objective:
To increase national awareness on RE & EE and remove barriers to investment and market development through a national policy instrument.
Challenges:
• Government commitment and support to the project and the associated administrative delays
• Achieving broad-based stakeholder participation, especially of those from rural Liberia
 
Lessons Learned:
Post-conflict situations sometime provide good opportunities for development of a sustianable energy framework.
National Policy development initiatives led by NGOs face more difficulties in gaining acceptance by the Government.

Development of a Renewable Energy and Energy Efficiency policy and action plan for Liberia.
 
Summary:
The project will formulate an RE & EE policy framework to induce investment and market development in the RE &
EE sectors of Liberia.The project further intends to provide policy support to develop the renewable energy sector
of Liberia, thereby providing increased access to energy services to address the issue of poverty and to foster the Liberian
long-term development agenda.
The project outputs/outcomes are expected to have tremendous market development impact through the following:
• The political will to develop the RE and EE market in Liberia
• Nationwide public awareness of the economic, social and environmental benefits of RE & EE in Liberia
• Creating the appropriate climate for scale-up in RE & EE through local and foreign investment
• Acceleration of the RE & EE market in Liberia
• Building of local capacity to respond to an increase in the RE & EE market
