Objectives/Challenges:
Objective:
To generate support for renewable energy for inclusion in the legislation of Kazakhstan.
Challenge:
Influence of the government climate policy on the renewable energy legal framework.
 
Lessons Learned:
It is important to engage the industry and investors while developing the renewable energy legislation to guarantee succesful implementation.
Legislative frameworks should be followed by plans for implementation to ensure the targetted level of renewable energy market development.
 
Policy Options:
A policy and legislative framework for promoting renewable energy is expected to be implemented by Government of Kazakhstan.
 
Summary:
The work builds directly from the UNDP/GEF/Government of Kazakhstan project titled Kazakhstan –Wind Power Market Development Initiative. This project will build upon the experience of other countries in the adoption of legislation specific to the market and legislative conditions in Kazakhstan.
Legislation will be required to accommodate an energy sector in transition and a supply sector in some commercial difficulty. A novel approach to risk assessment, mitigation and management will be required in order to provide bankability of projects.
